Scarecrow

Issue of 835 Detective Comics Crane is in prison and the inmates are picking on him. He's unable to do anything to them without his gas then he figures out he doesn't need the Fear Toxin to drive people insane. He begins talking into the prison vent in his cell talking with inmates about what he's going to do to their families when he gets out. He drives one inmate so crazy he tries to hang himself then realizes there's no place to hang from so he stuffs a rope down his throat and gags on it.

He later escapes and terrorizes Gotham City by placing Scarecrows everywhere making people afraid to go to work, the economy takes a hit when shipments are delayed because people do not want to near Gotham and people refuse to open their businesses.
